The Holy Spirit was using peter’s message to work in the people’s heart. The Holy Spirit empowered Peter to be bold and preach the gospel of Christ. Remember Peter was afraid before that he denied Jesus three times at the time of Jesus crucifixion even before a little girl, but after he received the Holy Spirit, the scribes, Pharisees and even elder to tell them about Jesus and that they should repent and be saved.
He also went round preaching and healing the sick and miracle signs and wonders following.
